De officier van justitie wil een spoorbaan aanleggen door de stad Rock Ridge en doet er alles aan om mensen uit de stad te jagen. De bewoners vragen de gouverneur om een nieuwe sheriff, maar hij wil niemand opofferen. De officier van justitie geeft hem dan het idee om een opstandige zwarte man als sheriff te sturen en de geschiedenis in te gaan als de eerste gouverneur die een zwarte een belangrijke positie heeft gegeven. De zwarte is echter beduidend slimmer dan de dorpsbewoners en is dan ook niet van plan om tussen zes planken te eindigen.
